There is no evidence that self-promotion by law enforcement officials or any other public official achieves any impact aside from promoting name recognition--i.e. back door electioneering.  Criminals should fear the Maricopa County Sheriff's Office, not Arpaio--because what will happen when, as is inevitable, Arpaio loses an election or steps down?  In the long run, it is better for criminals to fear the strength of a law enforcement institution, than any particular individual who happens to occupy a position within it.  And creating a cult of personality around a particular public official--even an effective one--only guarantees a void of respect for the office will exist when that personality is gone.  The bottom line is that Attorney Thomas, like numerous other state officials both republican and democrat, spent a lot of public dollars promoting his name and likeness in ways that are unnecessary to performing his job.  While Thomas' self-promotion is not as over-the-top as Napolitano's "home cooking" billboard or Goddard's gavel pencils, it remains true that his self-reported spending involved by far the most public money on self-promotional materials.  We would have to close our eyes to the evidence if he were not discussed in the report.  Moreover, even if Thomas is, in a sense, a victim of his own transparency and willingness to make full disclosure, the principle in question still applies whether the amount in question is $1 or $2 million: Public dollars should not be spent by public officials on self-promotion.  Thomas could have fulfilled all of his informational obligations without branding them with his name and image.  But we also recognize that many politicians may spend public dollars on self-promotion out of fear that their future opponents have done so and will continue to do so.  It is unreasonable to expect elected officials in competition with other elected officials to "unilaterally disarm" when it comes to spending public dollars on self-promotion.  To work, reform requires a universal prohibition, not merely abstinance.  And it is not too late for Thomas to retake the high ground by supporting reform efforts to prohibit self-promotion by public officials with public resources across the board.</description>

		<description>I for one, like to know that these brochures are available, especially when it comes to seniors and fraud.  Don't all AG offices do this nationwide?  If not, they should.  And since when has the GI been a bastion of fairness?  So what if someone scores high or low with them.</description>

		<description>Well. If you bothered to read the report like I just did; you would see that Thomas accounted for well over half of all the shameless self promoting that went on and Goddard account for less than 5%. Seems pretty open and shut.</description>
